Quebec is making strides in environmental sustainability with the gradual implementation of a new consigne deposit system. This initiative, which began two and a half years ago, aims to enhance the recovery of beverage containers across the province. Currently, the system is recovering approximately four billion containers annually, a significant increase from the 2.5 billion recovered before modernization.

As part of this rollout, machines for returning deposit bottles and cans are being systematically removed from grocery stores. Instead, the province is focusing on establishing dedicated return locations, with 143 currently operational and a target of 1,200 by the end of the initiative. This shift is designed to streamline the return process for consumers.

Marica Vazquez Tagliero, a local resident, expressed her concerns about accessibility, stating, “Even a kilometer is a lot when you come with your bag.” She emphasized the need for a straightforward return process, saying, “If I paid [for] five cans and I want to return them, I should have the right to do so and it should be easy for me, it shouldn’t be complicated.” Such sentiments highlight the importance of convenience in encouraging participation in the new system.

Currently, the deposit system includes only aluminum and plastic containers, but plans are in place to expand this to carton and glass containers starting in March 2027. This expansion is part of Consignaction’s ambitious goal to achieve a 90% recovery rate of all beverage containers by 2032. The initiative is not just about recycling; it represents a broader effort to improve environmental practices in Quebec.

Jean-François Lefort, a spokesperson for the initiative, described the changes as “massive,” indicating the scale of the transformation underway. The modernization of the deposit system is expected to significantly impact recycling rates and consumer behavior regarding waste management.

Currently, about 50% of the provincial volume is treated in Consignaction centers, showcasing the early success of the program. During testing phases, integrated points of sale achieved a return rate of 18.6%, indicating strong potential for consumer engagement as the system becomes more established.

The principle behind this new system encourages consumers to return empty containers after using the product at home, promoting a culture of recycling and sustainability. With the law AGEC mandating that 10% of packaging be reusable by 2027, the timing of this initiative aligns with broader legislative efforts to reduce waste.

As Quebec continues to implement its consigne deposit system, the focus remains on increasing accessibility and efficiency for consumers. The first reactions to the changes suggest a mix of optimism and concern, as residents adapt to the evolving landscape of recycling in the province. Details remain unconfirmed as the system progresses, but the commitment to improving recovery rates is clear.
