The City of Saint John has released findings from an independent Police Governance Review. This review aims to modernize the city’s police governance model while addressing community safety concerns, particularly regarding temporary shelters.

The Common Council commissioned this review in 2025. It confirms that the existing Police Commission model is appropriate for the community. However, it identifies opportunities to enhance oversight and transparency.

The review included stakeholder engagement and benchmarking against similar jurisdictions. It concludes that a modernized Police Commission model is ‘fit for purpose.’ Recommendations include developing a clear mandate for the Police Commission.

City officials emphasize the need for alignment between policing practices and community expectations. Donna Noade Reardon stated, “This report confirms that we have a solid foundation in place.” Meanwhile, Tamara Kelly noted, “This is about continuous improvement.”

City Council will review these recommendations and create an implementation plan. Further developments on this front are expected soon.

In related news, the City of Hamilton will begin issuing water bills directly through Hamilton Utilities Billing starting in late April 2026. Late-payment fees will not be charged between April and July 1, 2026.
